- Your screenshot shows the Google app. Tap Open in Safari. Then tap Share again in Safari. Edit Actions cannot add the option inside Google.
- Private Browsing is on. Safari hides the option in private tabs. Tap the tabs button, switch from Private to a normal tab, and load the site again.
- The page opened inside another app. Links tapped in Facebook, Messages, or email may open in a mini-browser. Tap the "…" or compass icon and choose Open in Safari.
- The option was turned off. Scroll to the very bottom of the Share list, tap Edit Actions, and turn on Add to Home Screen.
- Using Chrome on iPhone? It works too — tap the Share icon in Chrome, then Add to Home Screen.
